Over the span of his career Mark performed the duties of prosecutor, defense counsel, operational law attorney, and supervising attorney. He held the positions of Senior Defense Counsel for the 3rd Armored Cavalry Regiment and 22d Support Command during Desert Storm, Chief Legal Advisor for the Military Force Component of the United Nations Mission in Haiti, Command Judge Advocate for Army Forces Central Command Kuwait, Deputy Staff Judge Advocate at US Central Command at the time of 9/11 and served on the planning staffs for operations in Afghanistan and Iraq, and Staff Judge Advocate for US Army Space and Missile Defense Command, the Multinational Security Transition Command in Iraq, and the US Army Installation Management Command. His awards include three Legion of Merit Medals, two Bronze Star Medals, and many other Joint and Army medals.
Among his accomplishments Mark is most proud of having served as lead counsel for an interagency team that investigated war crimes in Bosnia during the war in the Balkans and assisting the Iraqi Ministry of Defense train and equip its army’s legal corps and military judges. He was also commended by then United Nations Ambassador Madeline Albright for building several cases against Serbian war criminals. Since his retirement in 2010 he has worked for the Department of Defense Office of General Counsel in the Pentagon, specializing in Federal Fiscal Law. He has resided in Northern VIrginia for 13years.
